  51. About the Author

I already have a team working on putting together a list of people who are good candidates for Anvil. When the time is right we will contact them. “We'll mention that we're working on a plan involving shelters to be used in the case of a chemical, biological or nuclear event, and ask if they'd be interested in participating. It will be clear if they agree, that they'll be rounded up when and if something happens and that they should be ready to leave at a moment's notice. They'll understand that they'll be in the shelter for an unknown period, one that could be extensive. If they agree, then we'll arrange a more intense interview and provide them with the necessary instructions. Of course, we'll make it clear that this plan is precautionary and hopefully will never actually need to be utilized. We'll use a similar approach with the sleepers, but they'll be required to commit and when the training starts, they won't be able to back out.”

“Are there any other questions or suggestions?” Draper questioned.

When no-one responded, he continued. “The President has made it clear to National Security Advisor Baker and myself that the sleeper team is not to be a military force, run by the military. There will need to be a military component, but its overall command and control are to be non-military. The reason I've suggested single people is it will be easier to segregate them for an extended period, for training purposes, before sleeping them. And I think it's important to point out that of course, there will be no children in the sleep capsules. The sleepers are a group selected for their rebuilding skills and will not include anyone unlikely to be able to perform that role. The selections for the Project Anvil shelters will be coordinated differently. Family units will be encouraged and we'll have to carefully select the people who will be allowed to go to the shelters.

“Psychological screening must be included considering they might have to stay underground for twenty years. Medical and security people will also be needed for each shelter. Also, we need to look at factors such as personal potential. High school dropouts and drug addicts wouldn't be selected; we need to utilize only those people who can successfully contribute to the group. We need to remember that less than ten percent, of one percent of the population, will get a shelter. We'll try to increase that number, but it's currently our best-case estimate.
